The terrorists will use any means available including kidnapping, coercion and threats, to kill the Secretary. When the first attempt fails, the terrorists devise a scheme to use a deadly pathogen. During a raging winter storm, Parker must race through flooded streets and dark alleyways to try and prevent a cataclysmic event for the usually sun-filled city of Galveston.
