This book is a compilation of research work the author conducted in last few years. The question mark in the title of the book is intentionally added to imply whether the development really is development and if so, then development for whom? The research work compiled in the first part of this book specifically highlights the so-called development of Navi Mumbai City and its repercussions borne by the project affected people (PAP) in Navi Mumbai. The question mark in the title is for the apathetic attitude of the government body, CIDCO, towards the PAPs while developing this city.
